Donna Riley joined Stanislaus County government in 1993 in the Treasurer-Tax Collectors’ office as the Assistant Treasurer. As Assistant Treasurer, she managed daily cash and investments for the County until 2006, when she moved to the General Services Agency. She was elected Treasurer-Tax Collector in June 2018 to collect property taxes and other debts owed the County, in addition to overseeing $1.5 billion in short-term investments. Ms. Riley serves on both the StanCERA Board of Retirement and the Stanislaus County Deferred Compensation Committee.
Ms. Riley graduated from San Francisco State University in 1985 with a Bachelor of Science in Applied Economics and a Bachelor of Arts in Business Analysis. Prior to joining Stanislaus County, Ms. Riley managed increasingly larger cash and investment portfolios in private industry.
Donna and Donald Riley married in 1986 and raised their son, Thomas, who completed his master’s in computer science at Johns Hopkins University. Ms. Riley is a member of Modesto Rotary and serves on the Modesto Symphony Board.

Doris Foster is currently an experienced Workforce Development Director in Stanislaus County, where she leads innovative programs to empower local communities and create sustainable economic growth. With a strong background in workforce planning, training, and employer partnerships, Doris works to bridge the gap between education, skill development, and industry needs.
With over 28 years of experience in Stanislaus County, majority of which was with the Chief Executive Office, Doris cares about the people she works with. She is committed to public service, supporting county programs and services with integrity, transparency, and a deep respect for the vital work that is done in the County.
Doris holds a degree from the University of Manitoba and is deeply committed to serving her community by advancing educational and professional opportunities for all individuals. She has served on the Workforce Development Board since 2016 and now serves on the Retirement Board. Outside of work, she enjoys spending time with her family and friends and is passionate about community engagement.

Delilah Vasquez joined the City of Ceres as a Director of Human Resources in May 2022. As the Human Resources Director, she manages and oversees the activities and operations of the Human Resources Department, including employee/labor relations, recruitment and selection, job analysis and classification, compensation and benefits administration, employee development, discipline, negotiations, and administration of bargaining unit agreements, risk management and the liability, property, and worker’s compensation programs.
Prior to her employment with the City of Ceres, she began her career as a Child Support Officer at the Department of Child Support Services in 2000. She joined the Probation Department in 2005 as the Clerical Manager and promoted to the Human Resources Manager in 2012. She transferred to the Chief Executive Office in 2014 as a Management Consultant for the Economic Development Team and transitioned to the Human Resources Team in 2015. In 2017 she joined the Community Services Agency as the Senior Human Resources Manager and later promoted to an Assistant Director of the StanWORK’s Division in 2020. She enjoyed a twenty-two-year career with Stanislaus County and learned a great deal from the wonderful people there.
She graduated from California State University Stanislaus with a Bachelor of Science Degree in Business Administration.
She was elected to the Stanislaus County Employees Retirement Association Board by the general members in January 2023. She has lived in Modesto California her entire life and in her spare time, enjoys traveling internationally, completing jigsaw puzzles and spending time with her family. Her most memorable international travel experience was the Egyptian Pyramids of Giza, Valley of the Kings in Luxor, and a Nile cruise.

Mike Lynch Consulting is a public relations and public policy consulting firm owned by Mike Lynch operating out of Modesto California.Mr. Lynch served as Chief Operating Officer of the Great Valley Center, a non profit agency serving all of California’s central valley, from Redding to Bakersfield, from 2004 through May 2007. The Great Valley Center offers leadership, capacity building and information services to California’s fastest growing and most diverse region.
Prior to joining the Center, Mr. Lynch owned and operated Mike Lynch Consulting. Mr. Lynch has extensive public policy and political experience at all three levels of government, local, state, and federal. In 1989, when Assemblyman Gary Condit was elected to the United States Congress, Mr. Lynch became his chief of staff, responsible for legislative and district office operations. Mr. Lynch worked in that capacity until opening his firm in 2003.
Born in Sacramento, Mike Lynch worked five years as administrative assistant to a member of the Sacramento County Board of Supervisors before moving to the Office of Majority Services in the California State Assembly. In the Assembly, Mr. Lynch worked on the personal and caucus staff of members and as chief consultant to a legislative committee.
Mike Lynch graduated from Santa Clara University. He and his wife, Ana, a high school teacher, live in Turlock. He serves as a Stanislaus County Supervisors’ appointee to the Stanislaus County Retirement Association governing board and is a member of the Tuolumne River Citizens Advisory committee. Mr. Lynch is also a member of the Board of Directors of the Turlock Chamber of Commerce.

Terry Withrow has lived in the Modesto area most of his life. He attended St. Stanislaus School and Central Catholic High School. He received his Bachelor of Arts in Business Administration with a concentration in Accounting from California State University, Stanislaus in 1982. He became a Certified Public Accountant in 1984. Withrow Koftinow & Baggett, LLP is a full-service accounting firm located in downtown Modesto that is committed to delivering value to businesses and individuals. WKB has been serving the Central Valley since 1990. He also farms almonds and grapes. Terry has been active in our community over the last 30 years. He helped found St. Luke’s Family Practice and the Stanislaus County Farmland Trust. He is also a past board member of Woodland Avenue Fire District, Gallo Center for the Arts, Central Catholic High School, and the Stanislaus County Assessment Appeals Board. Mr. Withrow began his first term as Stanislaus County’s Supervisor for District 3 on January 4, 2011. Terry and his wife, Christen, have four children: Michael, Jenavieve, Molly, and Emma. He is a member of St. Stanislaus Catholic Church.

Joshua Clayton was born and raised in the central valley of California. He graduated from Johansen High School in 2000 and attended Modesto Junior College before joining the Stanislaus County Sheriff’s Office in 2005. He is currently the Chief of Police for the city of Patterson, a contract city of the Stanislaus County Sheriff’s Office. During his tenure at the Sheriff’s office he has worked as a patrol operations deputy, detective, court bailiff and contract city deputy serving the communities of Patterson and Hughson. He was also a member and team leader on the SWAT team for over 10 years. He is currently in charge of the Hostage Negotiation Team (HNT) and Major Accident Investigation Team (MAIT).
In 2011 Josh decided to attend law school. Due to his work situation he elected to attend Humphrey’s Laurence Drivon School of Law in Stockton. The school offers a night program for working students. He made the drive three nights a week for approximately three and a half years after work to school. During his time at the Laurence Drivon School of law Josh participated in the Inns of Court and he graduated as the salutatorian. Josh sat for and passed the February 2015 California Bar exam. He was admitted to the California Bar thereafter. He practices in the area of estate and business planning.
In his free time Josh travels. As much as possible. Although sidelined by COVID-19 some his recent destinations include the UK, Canada and Italy. When he is not travelling you are likely to find him in the gym or riding an electric skateboard with his dog. Relying on his skills learned in law school, Josh has helped set up and maintain several non-profits in the area that help improve our community. Josh is especially involved with the Women’s Education and Leadership League (WELL) with his wife, Alana, whose mission it is to empower women.

During Ms. Biesemeier’s 36-year career with Stanislaus County, she worked primarily for the Community Services Agency, retiring as a manager in the StanWORKs Division in March 2008.
Since retirement, Ms. Biesemeier has served as a Merit System Services Qualification Appraisal Panel Chair throughout the state and served on the 2018-2019 Stanislaus County Civil Grand Jury. She continues to serve as Past President of Retired Employees of Stanislaus County (RESCO) and served as President/Co-President from 2009-2019. She also serves as Delegate to the California Retired County Employees Association (CRCEA) and has since 2010. She was elected to the Stanislaus County Employees Retirement Association Board of Retirement by retirees as the Alternate Retiree Representative in August 2017, and was elected as the Retiree Representative in 2023. Ms. Biesemeier is currently a Commissioner on the Stanislaus County Equal Rights Commission.
Ms. Biesemeier was raised in Modesto. She has two accomplished young adult children, two dogs & a cat. Ms. Biesemeier enjoys spending time with her children and her many friends, meeting new people, participating in community events, traveling, and photography.

Mr. Grover is President and owner of Solecon Industrial Contractors, which was established in 1981. The company provides mechanical systems and services to the plants, factories, hospitals and general contractors in the Central Valley of California. Mr. Grover is a director for Partners International, a Christian mission organization and also serves as a board director for the Workforce Alliance, Stanislaus Surgical Hospital, the Stanislaus Community Foundation and Nexus Engineering.He has been actively involved in Stanislaus County business and civic organizations for a number of years, including serving as a member of the board of directors of the Modesto Commerce Bank, 5.11 Tactical, Modesto Chamber of Commerce, the McHenry Mansion, Doctors Medical Center Foundation, the Salvation Army Advisory Board and the Modesto Rotary Club.
Civically he has served on the City of Modesto Planning Commission and the Board of Zoning Adjustments and was the Stanislaus County Grand Jury foreman in 1992. He served in publically elected office as a Stanislaus County Supervisor for two terms, 2003-2010.
Mr. Grover enjoys travel, fishing, golf and snow skiing. He and his wife Elaine have three daughters; Sarah, Rachel and Emma.
