Jeff Mangar brings a unique experience working as a Trustee for StanCERA. Jeff has been a Stanislaus County Deputy District Attorney for over 21 years and is currently a Chief Deputy District Attorney assigned to prosecute aggravated white-collar crimes in the Real Estate Fraud Unit. Jeff received his Juris Doctorate (J.D.) degree from Thomas Jefferson School of Law in 1997. He obtained his undergraduate degree from the University of California, San Diego in 1993. Jeff is a Certified Legal Specialist in Criminal Law by the State Bar of California, Board of Specialization; and a past Bar Exam grader.
Mr. Mangar is a licensed real estate broker who works with investigators and forensic accountants to uncover fraudulent schemes such as securities fraud, bank fraud, and accounting schemes that manipulate financial data. He often works these complex financial investigations with the FBI, US Attorney, and Attorney General’s Office.
Mr. Mangar is also actively involved in numerous professional associations. He is the current President of the Stanislaus County Bar Association. Jeff is also the current President of the Stanislaus County Prosecutor’s Association. He is the Past President of the Stanislaus County Peace Officers’ Association, the only association comprised of every law enforcement agency in Stanislaus County.
Jeff Mangar has attended the State Association of County Retirement Systems (SACRS) program on “Modern Investment Theory & Practice for Retirement Systems” at UC Berkeley’s Haas School of Business. Classes included how to best diversify risk and generate higher returns; the predictability of long term asset returns; advanced portfolio analysis; alternative asset classes to protect against downside risk; alternative strategies to generate both alpha and uncorrelated returns;
avoiding the pitfalls of behavioral biases; and recent cases defining fiduciary duties.
Mr. Mangar has been part of StanCERA’s Internal Governance Committee which has the responsibility for oversight of all financial audits (both external and internal), compliance audits, bylaw revisions, policy revisions, retirement board member education and training (including ethics), and other internal governance matters.
Jeff Mangar has been enthusiastic to work with StanCERA to develop solutions to ever changing challenges and has been a great asset to the Board since 2018.
